Anticipated RFP release: December 2020
A new requirement for IT support services is emerging from the Department of Transportation and it is seemingly off the radar of most IT-centric firms, large and small. Released under the anticipated NAICS 541519 (Other Computer Related Services, size standard of $30 million annual receipts except 150 employees for IT Value Added Resellers), the DoT anticipates the procurement to be managed by Federal Aviation Administration in Atlantic City, New Jersey via the William J. Hughes Technical Center. The Center serves as the DoT’s hub premier aviation research, development, test and evaluation. The facility serves as the FAA national scientific test base.
The to-be-released ITIPSS is slated to provide a wide range of multi-disciplinary solutions using a GWAC procurement model and it is anticipated to have a procurement ceiling of ~$500M. While it remains unclear on the procurement competition and award type, it appears to be following a track similar to GSA OASIS.
Under ITIPSS, subsequent Task Orders will be released and will note be limited to a single subject-matter solution area. Rather, the FAA reports that the GWACC and related Task Orders will require one or more of the three following service groups: management solutions, administrative solutions, and/ or technical solutions. Under of the 3 service groups, the FAA has organized a series of support functions that are broadly defined.

RWCO did speak with the FAA Small Business Office (SBO) who advise that the final solicitation is still slated for Q4 FY2020, with an award in Q4 FY2022. The competition type appears to be evolving as a multiple award GWAC with specific procurement tracks for small business.

PUBLIC SECTOR PROCUREMENT BAROMETER SURVEY RESULTS
RWCO conducts an annual research survey of comprehensive market trends across the Federal contractor community. The research survey, entitled “Public Sector Procurement Barometer”, is fielded via an online research portal. Respondents are invited to participate in the survey through an email outreach campaign that is conducted throughout the month December. The survey is released from January 2-January 31 every calendar year.

SITE III WHITE PAPER
The DIA will combine two information technology contracting vehicles worth potentially $5.1B as a follow-on to the Enhanced Solutions for the IT Enterprise contract (E-SITE). The DIA plans to merge the $3B Infrastructure Sustainment and Development 2 program with the $2.1B Application DS2 solicitation to form a SITE III multiple-award contract. IDS2 covers cloud services and data center support work, while ADS2 seeks data integration, software engineering and other technical support services.
