Richard Tallman

Mr. Tallman has an extensive background in strategy, Government contracting, and business development. Mr. Tallman has significant experience in all facets of business development and new business captures. He has worked as a senior development executive with multiple Government contractor organizations, and served as a staff investigator on the House Commerce Committee's Oversight and Investigations Subcommittee and on the Senate Governmental Affairs Oversight Subcommittee.

Matt Branigan

Matt Branigan has more than forty years of thought leadership experience in defense and industrial sectors that range from high technology to protective force operations. Prior to his Board role with RWCO, he served as the President of Watermark Risk Management International LLC, a leading risk management and security consulting firm located in the Greater Washington DC area. Watermark assists clients with their most challenging issues and works with Federal, State, and Local governments as well as non-profit and commercial organizations of every size. Matt also served as the Executive Chairman of the Board of The Akal Group, the largest US-owned Security Services Provider to the US Government.
Matt retired from the US Air Force in 2002, and prior to founding Watermark in 2007, he was an Assistant Vice President at SAIC and a Vice President and Chief Security Officer for Brink's, Inc. He lives in New Market, VA with his wife of 33 years, Marianne, and spends his spare time searching for undiscovered fly fishing streams in the Shenandoah Valley.

John P. “Pat” Philbin, Ph.D., PMP

Dr. Philbin is an exceptional, experienced leader with more than 30 years of experience.  Adept at building alliances and gaining cooperation with critical stakeholders on challenging organizational issues, he is results-driven and demonstrates the ability to acquire and manage scarce resources by leveraging partnerships and technology to resolve organizational challenges. He is an entrepreneur who has started and grown two startups in the Public Sector, with each firm achieving an Inc. 500 appearance.  Pat understands private and public sector business development, including capture, project and program management, and federal acquisition requirements.  He is a subject matter expert in entrepreneurship, crisis management, communication, and change management.  Pat retired as the Chief of Coast Guard Public Affairs and has SME experience supporting numerous components and agencies within the Department of Homeland Security and the Department of Defense.  He has consulted in the oil and gas industry and the healthcare communication sector.  He is a 10X client in Strategic Coach and a Delegate to the 2022 Birthing of Giants Fellowship at Oxford University.  He is a graduate of the U.S. Coast Guard Academy and holds an MS from Syracuse University, an MBA from George Mason University, and a Ph.D. from the University of Maryland.

Angelo Baskaran has more than 30 years of global development and business operations experience in both the Federal marketplace and regulated industries, to include oil/gas/renewable energy. While working all over the world, he has increased revenue, improved corporate finances, and negotiated complex transactions for diverse companies. He is an expert in strategic planning, managing change, and driving results. He brings a wealth of expertise and experience that spans IT, management consulting, merger/acquisition, medical services, professional services, and design/build/engineering. Mr. Baskaran has operated businesses across the globe and has raised capital and built organizations that have stood the test of time. Mr. Baskaran served as Chief Financial Officer at Meridian Petroleum PLC (now President Energy PLC), a London Stock Exchange listed international oil and gas company. He has vast experience in oil and gas and private equity as well as trading derivative hedge funds in global commodities markets. He currently manages a private office global macro hedge fund. Mr. Baskaran was a member of the Board of Directors of London Court Limited since 1990 to 2018 a UK based merchant bank. He has served as Vice president of MBf Asia Capital Corporation, a financial services company in Hong Kong until 1996 and held the role of Vice president of The Chart Group LP, a private equity and hedge fund firm in New York from 1998. Mr. Baskaran's experience is backed by a solid education. He holds a Masters in Foreign Service from Georgetown University, a MBA in Finance from CASS Business School, and an ACA- UK CPA- from the Institute of Chartered Accountants in England and; Wales. He is a part of the Institute of Chartered Accountants (US Chapter) and the UK/US Trade Association.
