International Zone, Green Zone, Reconstruction, Iraq
(Arabic: المنطقة الخضراء, al-munṭaqah al-ḫaḍrā’)
RWCO supplied 13 business development professions, spanning strategic planning, capture, proposal management, pricing/cost modeling, and proposal writing.
Approximate Bid Value: $500M (Time and Materials)
Scope: 150+ page Technical Volume, Cost Modeling, Price Analysis, and OCONUS Deployment.
Other Data: RWCO worked with a single design, engineering, and construction firm to provide plans and service capabilities to the U.S. Department of Defense, the U.S. Army Corps of Engineers, the Coalition Provisional Authority (CPA), and the sovereign government of Iraq.
RWCO facilitated the inclusion of multiple subcontractors, to include several 8(a) small business and one service-disabled veteran-owned small businesses to product a complete reconstruction capability across the 10 square kilometers (3.9 sq. mi) International Zone.
We reviewed client materials and interviewed the client’s SMEs to create the level of detailed and specific content necessary to make a compelling case for cost controls and capability, to include clarity on resources and construction timelines.
RWCO produced a high-quality proposal that accounted for the complexity of the local environment, to include cultural challenges of operating in the Middle East. In addition to building a complete proposal response, RWCO also facilitated the conversion of the document into both English and Arabic. This resulted in a wave of RWCO client contract and task order awards for the reconstruction effort inside Iraq and provided a mechanism for ongoing sustainment of operations as the political environment evolved over the course of several years.

Provision of Damage Control Surgical (DCS) Services in MINUSMA*, Mopti, Central Mali
(MULTIDIMENSIONAL INTEGRATED STABILIZATION MISSION)

Scope: 300+ page Technical Volume, Cost Modeling, Price Analysis, and OCONUS Deployment
RWCO supplied a proposal manager/proposal writer in support of technical response to a United Nations tender for surgical services under the UN Multidimensional Integrated Stabilization Mission (MINUSMA) within the African nation of Mali.
This complex response included labor (surgeons, anesthesiologists, scrub nurses), equipment (diagnostic technologies, surgical hardware, and sterile facilities), and consumables.
RWCO coordinated medical hardware partners, labor, technologies, and client capabilities to produce a compelling set of resources to response to nearly any catastrophic event, injury, or infection. RWCO also support the client in building in operating assumptions and logistic considerations while ensure a cost-effective solution was generated in support of the UN mission.
RWCO facilitated a pricing volume comprised of ~850 different pricing elements and categories, a technical response document of 300 pages that spanned sterilization, surgical services, and program management through a multi-lingual workforce operating in a conflict zone.
RWCO’s support was critical in providing a fully compliant and compelling response to the United Nations within an expedited timeframe, due to ongoing crisis and conflict, of three weeks.

Nation-wide Security services and National Law Enfocement Communication CenterS (NLECC)
Approximate Bid Value: Government Wide Acquisition Contract (GWAC), $250M, 10-year period of performance.
Scope: Strategic planning, opportunity capture, proposal management, subcontracting plan, and 200+ page Technical Volume, Price Volume, and Compliance Volume for both the Security program and the two NLECC sites (east and west).
RWCO provided mission critical and subject-matter-specific consulting support to a national provider of security services for the provision of protective force personnel across the U.S. USPS footprint.
The bid represented the first real entry of the client into Federal contracts and was a seismic shift in the composition of the client’s service portfolio. The announcement of the award produced an economic uptick for the company, having its NASQAQ stock double in value within the span of two week.
The bid, which was protested on three different occasion by the outgoing incumbent(s) for both the security and NLECC contract functions, served to mark the RWCO client’s entry into the Federal security market. On the heals of this landmark win, RWCO also facilitated client contract bids and awards with the Department of State in Hong King and Honduras.

The National Institutes of Health, Chief Information Officer - Solutions and Partners 3 contract (CIO-SP3), Small Business
Approximate Bid Value: Government Wide Acquisition Contract (GWAC), $20 Billion total ceiling value.
Scope: RWCO provided a team of three (3) people for the proposal management, proposal writing, and pricing of the NITAAC CIO-SP3 GWAC. The complete technical spanned ~30 pages. RWCO also provided support for the Price and Compliance Volumes.
For nearly fifteen (15) years, NITAAC (NIH Information Technology Acquisition and Assessment Center) has used a traditional best value approach on previous iterations of the CIO-SP”x” contracts.
RWCO has facilitated multiple bids across the full array of the program and maintains a 100% success rate getting its clients on to the GWAC and generating revenue out of the program via successful Task Order proposal responses.

PANDEMIC SUPPORT SERVICES, SOLUTIONS, AND SYSTEMS (PS3)
Approximate Bid Value: Multiple bids across Federal, State, and Local Government: $100B (US Dollars); World Health Organization, Global Response Organizations: $300B (US Dollars).
Scope: RWCO worked with service and technology providers in telemedicine, janitorial, supply chain and logistics, public health, and staffing to response to a myriad of Federal, State and International bids and tenders to address mission-critical elements of the global pandemic response.
As such, RWCO deployed more than twenty (20) business development professionals to support 9 different clients in 9 different industrial segments across 5 different continents. In doing so, RWCO assisted its clients in obtaining contracts in support of Covid-19 response efforts, sourcing everything from masks, gloves, surgical gowns, ventilators, and testing kits to FEMA, DHHS/CDC, Red Cross, and the Veterans Administration.
RWCO also support client activities in facilities management, janitorial services, and warehousing to ensure that the U.S. supply chain maintained the capacity to supply food, medicine, and materials across the country.
On average, a Pandemic response proposal required a series of complex forms, data, and pricing materials for evaluation by the Federal Government. Due to the timeliness and critical nature of the procurement, acquisition cycles where highly compressed with the average RFP from release to response to subsequent award last approximately 14 calendar days. RWCO’s dynamic proposal capabilities provided clients with the flexibility to respond to time-sensitive procurement events while maintaining an adequate bandwidth to support longer-range procurement activities without any degradation of competitive capability.
